In the Philippines, NP has been a key partner in the peace process with the Moro Islamic Liberation Front (MILF) and, since 2009, has been the first international NGO member of the International Monitoring Team under the Civilian Protection Component.</p> <p>NP implements unarmed civilian protection strategies, strengthens community-based peace mechanisms, facilitates inclusive dialogue, monitors safety and ceasefire concerns, and provides protective accompaniment. It works closely with governments, communities, UN agencies, NGOs, and the private sector to advance its protection mandate and gender-responsive peacebuilding initiatives.</p> <p><br></p> <p><span style="font-weight: bold">PROJECT CONTEXT</span></p> <p><br></p> <p>The <span style="font-weight: bold">BABAE Project (Babaeng Bangsamoro, Arkitekto at Ehemplo para sa Pagbabago)</span> is implemented by Nonviolent Peaceforce (NP) in partnership with UNFPA Philippines and supported by the Government of Japan. The project aims to protect and empower women and girls by addressing gender-based violence (GBV), improving access to sexual and reproductive health and rights (SRHR) services, and strengthening community-based protection mechanisms across 86 barangays in BARMM.</p> <p><br></p> <p>Despite ongoing interventions, gaps persist in awareness, access to services, and timely help-seeking behavior due to stigma, cultural barriers, and limited access to reliable information. To address this, NP will implement the <span style="font-weight: bold">“Her Voice, Her Rights” Radio PSA Campaign</span>, leveraging radio as a strategic platform to deliver consistent, culturally appropriate, and rights-based messaging over a 8-month period.</p> <p><br></p> <p><span style="font-weight: bold">PURPOSE OF THE CONSULTANCY</span></p> <p><br></p> <p>The consultancy aims to engage a qualified <span style="font-weight: bold">Content Development and Production Consultant</span> to design, develop, and produce high-quality <span style="font-weight: bold">radio Public Service Announcements (PSAs) or infomercials</span> that are culturally sensitive, gender-responsive, and aligned with GBV and SRHR standards.</p> <p>The consultant will ensure that all content effectively communicates key messages, promotes behavior change, and supports increased awareness and service uptake within target communities.</p> <p> </p> <p><span style="font-weight: bold">SCOPE OF WORK</span></p> <p><br></p> <p>The consultant will undertake the following tasks:</p> <p><br></p> <p><span style="font-weight: bold">1. <span style="font-size: 12pt">Content Development</span></span></p> <ul> <li>Develop concept notes and messaging frameworks aligned with BABAE Project objectives</li> <li>Draft three (3) PSA scripts (30 seconds each) in Filipino</li> <li>Integrate GBV, SRHR, WFS services, and referral pathways into messaging</li> <li>Ensure survivor-centered, rights-based, and culturally appropriate content</li> </ul> <p><br></p> <p><span style="font-weight: bold">2.</span> <span style="font-weight: bold">Technical Review and Coordination</span></p> <ul> <li>Collaborate with NP, UNFPA, and relevant technical experts (GBV, SRHR, MHPSS)</li> <li>Revise scripts based on feedback and validation processes</li> </ul> <p><br></p> <p><span style="font-weight: bold">3. Production</span></p> <ul> <li>Lead recording, voice direction, and audio production</li> <li>Ensure high-quality editing, mastering, and finalization of audio outputs</li> <li>Produce multiple versions/formats for varied airtime use</li> </ul> <p><br></p> <p><span style="font-weight: bold">4. Localization</span></p> <ul> <li>Ensure accurate translation and contextualization into local languages</li> <li>Adapt tone and messaging to target audience context in BARMM</li> </ul> <p><br></p> <p><span style="font-weight: bold">METHODOLOGY</span></p> <p><br></p> <p>The consultant will apply a participatory, iterative, and technically guided approach, including:</p> <ul> <li>Desk review of project documents and communication materials</li> <li>Consultation with technical experts and stakeholders</li> <li>Message testing and validation (where feasible)</li> <li>Application of Do No Harm, gender-responsive, and survivor-centered principles</li> <li>Continuous coordination with NP for quality assurance</li> </ul> <p><br></p> <p><span style="font-weight: bold">DELIVERABLES</span></p> <p><br></p> <p>The consultant is expected to deliver:</p> <ol> <li>Inception Report (including workplan and content framework)</li> <li>PSA Scripts (15s 30s versions) in the Filipino language</li> <li>Final Audio Outputs (fully produced and broadcast-ready)</li> <li>Revised Versions incorporating technical feedback</li> <li>Completion Report summarizing outputs and recommendations</li> </ol> <p><br></p> <p><span style="font-weight: bold">PROFESSIONAL FEE AND PAYMENT TERMS</span></p> <p><br></p> <p>The total professional fee for the consultancy is <span style="font-weight: bold">PHP 85,000</span>, inclusive of:</p> <ul> <li>Script development and technical revisions</li> <li>Voice talent coordination and direction</li> <li>Audio production (recording, editing, and mastering)</li> <li>Translation and localization</li> </ul> <p><br></p> <p><span style="font-weight: bold">Payment Schedule (Two Tranches):</span></p> <p><br></p> <ul> <li><span style="font-weight: bold">First Tranche – </span><span style="font-weight: bold">3</span><span style="font-weight: bold">0% (Mobilization Payment):</span><br>To be released upon contract signing and submission of the <span style="font-weight: bold">Inception Report</span>, including the workplan and initial script drafts.</li> <li><span style="font-weight: bold">Second Tranche – </span><span style="font-weight: bold">7</span><span style="font-weight: bold">0% (Final Payment):</span><br>To be released upon submission and approval of all <span style="font-weight: bold">final deliverables</span>, including finalized scripts, broadcast-ready audio outputs, and the completion report.</li> </ul> <p><br></p> <p>All payments are subject to Nonviolent Peaceforce’s financial and procurement policies, and the submission of complete supporting documents.</p> <p><br></p> <p><span style="font-weight: bold">QUALIFICATIONS</span></p> <p><br></p> <p>The consultant should have:</p> <ul> <li>Proven experience in radio production, media, or communications</li> <li>Strong background in developing IEC materials on GBV, SRHR, or social development issues</li> <li>Demonstrated understanding of gender, protection, and cultural sensitivities in BARMM or similar contexts</li> <li>Experience in audio production, scriptwriting, and voice direction</li> <li>Ability to produce content in local languages is highly desirable</li> <li>Strong coordination and communication skills</li> </ul> <p><br></p> <p><span style="font-weight: bold">REPORTING LINE</span></p> <p><br></p> <p>The consultant will report directly to the <span style="font-weight: bold">Project Coordinator/Manager</span> of Nonviolent Peaceforce and will closely coordinate with the program and communications team.</p> <p><br></p> <p><span style="font-weight: bold">D</span><span style="font-weight: bold">URATION OF ENGAGEMENT</span></p> <p><br></p> <p>The consultancy will cover the <span style="font-weight: bold">content development and production phase (approximately 3 –5 weeks)</span> within the overall campaign timeline (June 2026 to January 2027).</p> <p><br></p> <p><span style="font-weight: bold">HOW TO APPLY:</span></p> <p><br></p> <p>Qualified and interested parties are asked to submit the following:</p> <p> </p> <p>1. Additionally, it should include descriptions of at least two recent examples of relevant work.</li> <li>The consultant must provide contact information for three referees who can vouch for their ability to successfully complete similar assignments.
